Ash Presser is a Certified Professional Occupational Health and Safety (COHSPROF) with the Australian Institute of Health and Safety, bringing over a decade of expertise in high-risk leisure and recreational environments. He holds postgraduate qualifications in leadership, risk management, and occupational health and safety from Deakin University, Federation University, and Australian Catholic University, underpinned by extensive research into surf parks and leisure safety.

With a background in leisure and recreation management, Ash has significant experience in leading operations and overseeing risk across a variety o high-risk settings. In 2018, Ash led the operations and risk management for one of Australia’s first surf parks, navigating the complexities and developing strong systems of work consisting of regulatory compliance, staff training, safety, risk management, and emergency management.

His engagement in research focuses on workplace health and safety, crisis management, and litigation within high-risk leisure and amusement activities, particularly surf parks. In addition to his industry expertise, Ash provides expert witness services through Aquatic Risk Services and Expert Opinion Services with the University of New South Wales. He is also actively involved in regulatory bodies, including Standards Australia, contributing to the development of safety standards for high-risk leisure environments.

With a blend of academic qualifications, industry experience, expert witness services, and active regulatory involvement, Ash offers unparalleled guidance to surf park operators, helping them manage risk, ensure compliance, and maintain the highest standards of safety and operational excellence.

DOES UTILISING ANOTHER TRAINING PROVIDER, SUCH AS LIFEGUARDS IMPACT THE AUDIT?

No, you are welcome to engage any accredited provider for training programs, including lifeguard certifications or any other relevant courses. Using an external provider will not inhibit your ability to achieve Safer Surf Parks Partner status or Certification. We are focused on ensuring that the training you provide meets the necessary standards, regardless of the provider.

WHAT HAPPENS IF GAPS ARE IDENTIFIED DURING THE AUDIT, AND WE CANT ACHIEVE CERTIFICATION?

If gaps are identified during the audit, we will work closely with you to develop and implement improved systems and practices. Our goal is to support you in addressing any issues and to guide you in the implementation of solutions that will bring your facility in line with certification requirements. You’ll receive continuous monitoring and assistance to ensure that the necessary improvements are effectively implemented, allowing you to reach certification at the next review stage.

WHAT IS REQUIRED TO BECOME A SAFER SURF PARK PARTNER

To become a Safer Surf Parks Program Partner, your facility must undergo an onsite audit, where we assess your current safety practices, systems, and operations. Surf parks must meet minimum safety and risk management requirements, such as holding a formal safety management system, providing evidence of staff training and inductions, and demonstrating basic incident management systems of work. Partners will receive expert guidance to ensure compliance with legislative requirements and to enhance the safety culture across all levels of the business.

WHAT IS THE COST OF THE SAFER SURF PARK PROGRAM AND CERTIFICATION?

The cost of participating in the Safer Surf Parks Program and pursuing Certification is designed to be an investment in the long-term safety, sustainability, and operational excellence of your surf park. On average, the cost of either the program or certification represents approximately a quarter of the annual salary of a health, safety, and risk manager, or the equivalent amount based on industry standards. No, engaging in the Safer Surf Parks Program or pursuing Certification does not transfer liability to Aquatic Risk Services. Common law principles dictate that directors, owners, and operators with a duty of care cannot transfer safety or risk management liabilities. As such, your entity remains legally responsible for ensuring due diligence and fulfilling all legislative and regulatory requirements to the extent that is reasonably practicable.

Our role is to support operators by providing expert guidance, best practices, and risk mitigation strategies to help reduce exposures, enhance safety standards, and drive improved operational performance. While we bring specialised knowledge and a proven track record in aquatic risk management, safety, and operational excellence, the ultimate responsibility for managing risks and maintaining safety lies with the surf park operator.

We provide a comprehensive framework to help you identify and address safety gaps, reduce potential liabilities, and support the development of effective systems, but we do not accept legal liability for accidents or incidents that occur in the operation of your surf park. Our aim is to work collaboratively with you to implement best-in-class safety measures and ensure your surf park operates in line with both industry standards and legislative obligations.

LIFEGUARD PROGRAM

The Surf Park Lifeguard Training Program is a specialised training module specific to surf parks and wave machines. The program is designed to equip students with the essential skills and knowledge needed to ensure the safety and well-being of users consisting of surfers, swimmers and other watercraft users. Learning content includes surf awareness skills, wave controls, supervision methods, aquatic rescue techniques, preventive measures, emergency response, first aid, logistics and operations.

OCCUPATIONAL FIRST AID Level III

The course provides simulated real-life scenarios for a set of skills to provide advanced first aid, oxygen therapy, advanced resuscitation, ongoing monitoring and care after treatment, handover of the casualty to emergency services and incident debriefing or evaluation to improve future operations, address individual needs recognising psychological impacts and seeking help as required.

EMERGENCY CARE FOR SUSPECTED SPINAL INJURY

In this course individuals who may be required to provide emergency care to a casualty with suspected spinal injury. It includes recognition and management of a suspected spinal injury, immobilising cervical spine using manual in-line stabilisation (MILS) techniques as well as spinal equipment, evaluating the need to move a casualty, preparing a casualty for transport, transporting and monitoring.

FIRE SAFETY
TRAINING

This course will also equip individuals with the skills and knowledge required to advise on appropriate emergency planning, making them familiar with all aspects of building fire safety on day-to-day matters and during facility emergencies. The course has been developed to cover a broad range of emergencies and facilities as considered in Australian Standard 3745 and Australian Standard 4083.

CONDUCT HAZARD ANALYSIS

This course will teach participants the skills and knowledge needed to complete a hazard analysis, specify risk controls to bring risks to ALARP, identify relevant personnel, complete appropriate hazard analysis forms (paper or electronic), monitor and review effectiveness of risk controls.

Participants will also learn the significance of the analysis context, how the identified hazards may cause harm and the purpose and use of the risk matrix.
